Help shape the future of Reigate & Banstead – Local Plan ‘scoping consultation’ launches
Residents, businesses and community groups are being invited to help shape the future of Reigate & Banstead as Reigate & Banstead Borough Council launches a consultation on its new local plan.
The ‘scoping consultation’, which launched today (14 September 2026), marks the next step in preparing the plan, after the council announced its intention to start work on it in July.
The new local plan will influence how the borough grows and thrives to 2044 and guide planning decisions. It will set out where new homes, jobs, and infrastructure will be delivered, while safeguarding greenspaces, heritage assets and the character of the borough’s towns and villages. It also helps to ensure that facilities and services are put in place to support new development.
The scoping consultation gives people the opportunity to share their views on the key issues, challenges and opportunities facing the borough, what the plan should contain and how the council should engage with local people in the plan-making process.
The council is seeking feedback on a range of topics, including housing, the economy, employment, transport, community infrastructure, climate change, the natural environment, heritage, health and wellbeing.
People are also invited to comment on the vision and priorities for the new plan, and how they would like to be involved in future consultation and engagement activities.

“We need to plan carefully for the future now to make sure Reigate & Banstead continues to be a great place to live, work and visit for years to come.
“The new local plan will influence where new development is located and make sure it is supported by the right facilities and services like roads, schools and health facilities, and balanced with protecting the character of the borough. It will also look at how we respond to challenges such as increased housing need, pressure on services, Green Belt changes and climate change.
“The choices we make through this process will have a lasting impact on the borough and its communities, so is important that local people get involved from the start to help shape the plan. If you are a resident, business owner, community group or a stakeholder with an interest in the future of Reigate & Banstead, I encourage you to have your say.”
This consultation will not consider preferred locations for growth, specific development sites or the final number of new homes – these will form part of future stages of the plan- making process.

The six-week consultation runs until 5pm on 26 October.

Alternatively, download a copy of the questionnaire from our website or request a hard copy to complete and return by email to planning.policy@reigate-banstead.gov.uk or by post to Planning Policy Team, Reigate & Banstead Borough Council, Reigate Town Hall, Castlefield Road, Reigate, RH2 0SH.
For residents not online, a copy of the consultation materials is available to view at the Town Hall, Reigate as well as at the borough’s libraries in Banstead, Horley, Merstham, Redhill, Reigate and at Tattenham Corner, together with hard copy surveys to pick up. Following the consultation, responses will be reviewed and the feedback used to inform the next stage of the plan-making process.
